**Job Title:** Assistant Human Resources Manager **Department:** County of Santa Barbara – Department of Social Services **Location:** Santa Maria, with regular travel to other County offices **Application Deadline:** Tuesday, December 17, 2024, at 4:59 p.m. PST --- ### **Job Description** The County of Santa Barbara is seeking an experienced and dedicated **Assistant Human Resources Manager** to join the Department of Social Services. This full-time position offers the opportunity to oversee and support the human resources needs of one of the County’s largest departments, serving over 900 employees. The role is based in Santa Maria and requires regular travel to other locations across Santa Barbara County. While the position follows a standard Monday-Friday in-office schedule, intermittent remote work may be available under certain circumstances. Occasional evening or weekend work may also be required. Under the direction of the Human Resources Manager, the Assistant HR Manager oversees human resources staff and performs critical functions in areas such as employee relations, recruitment, benefits administration, classification and compensation, DEI initiatives, labor relations, and personnel policy development. This role requires a high degree of confidentiality, accountability, and independent decision-making, along with the ability to collaborate across various levels of the organization. --- ### **Key Responsibilities** - **Employee Relations:** Advise managers and employees on complex performance issues, conflict resolution, and disciplinary actions. Conduct and assist with disciplinary investigations. - **Policy Development and Compliance:** Develop, interpret, and implement HR policies and procedures. Ensure adherence to employment laws, Civil Service Rules, and collective bargaining agreements. - **Recruitment and Retention:** Guide recruitment strategies, create marketing plans, and streamline processes to attract qualified candidates. Collaborate with hiring managers to develop innovative recruitment and selection tools. - **Data Analysis and Reporting:** Develop and oversee statistical reporting on workforce demographics, attrition, succession planning, and performance metrics. - **Diversity, Equity, and Inclusion:** Lead DEI initiatives to promote an inclusive workplace culture. Provide training and foster programs that support diversity at all levels. - **Training and Development:** Create and deliver employee training programs to enhance skills and foster professional growth. - **HR Project Management:** Lead or participate in HR special projects, policy updates, and organizational development efforts. --- ### **Ideal Candidate** The ideal candidate will possess a strong background in human resources management within the public sector, demonstrate expertise in unionized environments, and bring a proactive, solutions-driven mindset.
